Special education programs and preschools like BCCS continue to face challenges from the decade of inadequate funding, which makes it difficult to stabilize the workforce and sustain a strong system of service delivery.

We ask Gov. Hochul and the New York State Legislature to:

Invest in Early Intervention (DOH)
--Implementation of the 5% increase for Early Intervention promised SFY2025 and retroactive to Oct. 1, 2024.
--An additional 8% for reimbursement rates to approach the actual costs of services.
--Systemic reform through a comprehensive review of reimbursement rates through the Early Intervention Reform Bill (A.283-A/S.1222-A).
--A moratorium on new and planned regulatory changes including EI-Hub to allow the system to stabilize.

Prioritize NY 4410 Preschools and 853 School-Age Special Education Schools (SED)
--Fund FAPE 22 by amending State Education Law to codify and fully fund services through the end of the school year in which a student turns 22.
--Invest $10 million in the Excessive Teacher Turnover Prevention Program to address high turnover with $5 million to ETTP and $5 million to expand ETTPP eligibility to include instructional support roles (TAs, 1:1 aides, OT, PT, Speech Therapists).

Establish Centers of Excellence
-Allocate $2 million to establish three Centers of Excellence in the Care and Treatment of Children with Autism Spectrum Disorders and Other Complex Disabilities.

Address Continued Issues
-A 4% Targeted Inflationary Increase (TII) to ensure funding accounts for the increased cost of living, with at least 2.7% for agencies to invest in everyday operating costs.
-The Careforce Affordability Initiative to support affordable housing, childcare and healthcare for direct care staff.
